KEY UPDATES

 

It is with a heavy heart that I inform you that our second fatality occurred yesterday, a 59 year old female. My sincerest condolences to go out to the family and friends.

FEDERAL

· Canada received four planes worth of PPE, including N95 masks in addition to the 820,000 masks already distributed; iIn total 1.1 million N95 masks are ready to ship to provinces and territories, including a shipment of millions of gloves; a shipment of surgical gowns will go out later in the week

· Government continues to increase capacity (and production) of COVID-19 testing, including rapid testing kits

· Federal government is investing $130 million to assist northern communities to dealing with COVID-19. Including $72.6 for Yukon, Northwest Territories and Nunavut and Nutrition North Canada

· Effective at midnight tonight, the government is strengthening the Quarantine Act Orders: Asymptomatic Canadians (or travelers) returning from abroad will be forced to quarantine in hotel for 14 days if they do not have a credible quarantine plan

· Canada Emergency Response Benefit and Wage Subsidy was passed in Parliament this week and roll out right away

· Officials are working on Canada’s Emergency Business Account and Commercial Rent – more information coming soon

· Government has put out new guidelines to make sure those living and working in long-term care facilities stay healthy

PROVINCIAL

· Today the Ontario government extended the Declaration of Emergency under the Emergency Management and Civil Protection Act until May 12: Ontario Extends Declaration of Emergency to Continue the Fight Against COVID-19

· Tomorrow, (April 15), the Provincial government will launch an enhanced action plan to fight COVID 19 in long-term care homes

· This plan will include more support and more resources for long-term care homes

· Ontario has not seen a surge of positive COVID-19 cases in hospitals as was expected:

o As a result there is capacity within the health sector to redeploy health care workers to long-term care homes where there are serious outbreaks

o Provincial government is looking to get hospital-based care teams into long-term care homes to help staff manage these outbreaks

· Tonight, the Government of Ontario will issue an emergency order that will ensure every employee in long-term care can only work in one home

· Provincial government has allocated $243 million to help long-term care homes with staffing, testing and operational needs

· Funding will immediately be directed to cover additional staffing in long-term care; this includes:

o Ensuring there will be more staff in the long-term care homes that need it most

o Covering cost of increasing hours for part-time staff

· New infection control measures are being put into place immediately for all high-risk long-term care homes

· Infection control specialists are going into long-term care homes to enhance controls and make sure the homes are prepared and doing everything possible to isolate infected residents

· Schools will not be re-opening on May 4; more information will be available in the coming days

YORK REGION AND GREATER TORONTO AREA

· A list of mental health resources are now available on york.ca/covid19under the Community Resources for Vulnerable Residents section

· A letter to Premier Ford and Minister Elliott from Chairman Emmerson and Dr. Kurji requesting the extension of PPE supplies beyond long-term care homes being issued

· York Region continues to work with Participation House and Markham Stouffville Hospital on a coordinated response to the COVID-19 outbreak at Participation House

o To assist with the response:

– York Region Public Health is coordinating infection prevention and control measures, extensive case management and contact tracing of confirmed cases and provided much-needed supplies

–  York Region Paramedic Services is in dialogue with both partners and will confirm additional support

· Two groups of staff from 9060 Jane Street are relocating to the Administrative Centre today and tomorrow to ensure physical distancing at some of facilities where staff cannot work from home

· Reminder that testing at assessment centres at the 3 York Region hospitals is NOT overseen by York Region Public Health; it is coordinated and run by the hospitals and each appear to do it differently, and different in other jurisdictions

As of April 14, at 5 p.m. there are:

· 59 new cases in York Region since yesterday’s update to Council

· 824 confirmed cases in York Region

· 40 people currently hospitalized; 20 in Intensive Care

· 41 confirmed COVID-19 deaths in York Region

· 51 cases in health care workers

· 101 resolved cases in York Region; representing 12% of confirmed cases in York Region
